LE PROJET FOSTEX VISE À COMBLER L’ÉCART DANS LE DOMAINE DES SERVICES SPÉCIALISÉS DE L’INDUSTRIE TEXTILE EN MODERNISANT UN CENTRE TEXTILE AU MAROC ET EN CRÉANT TROIS NOUVEAUX CENTRES D’INNOVATION TEXTILE DE POINTE ENTIÈREMENT OPÉRATIONNELS, UN AU MAROC ET DEUX EN JORDANIE.

Ce projet vise également à renforcer le lien entre les recherches universitaires et l’industrie textile afin d’encourager l’innovation et la fabrication de produits à haute valeur ajoutée.

L’industrie textile du Maroc et de la Jordanie consiste en des entreprises qui n’ont qu’un accès limité aux services tels que les tests, la recherche, les études, la technologie et les instruments de financement. Les universités impliquées des deux pays visent à développer des centres d’intérêt qui rassemblent les entreprises, les universités et les centres de recherche en production de textiles de pointe.

En se concentrant sur le partage des connaissances, sur les compétences entrepreneuriales, sur les facteurs socio-culturels et sur les potentiels d’innovation, Fostex contribue à remplir la troisième mission des universités, c’est-à-dire renforcer le « triangle de connaissances » en reliant l’éducation et la recherche et innovation, ainsi qu’en stimulant le développement social et économique.

Les initiatives de Fostex ont pour ambition de poursuivre l’objectif complexe de moderniser le centre textile existant à l’ESITH – École Supérieure des Industries du Textile et de l’Habillement et de créer un nouveau centre à l’UH2C – Université Hassan II de Casablanca, toutes deux des universités marocaines, en les transformant en des centres d’innovation textile fournissant des services de pointe et spécialisés, aux entreprises avant tout. En parallèle, les universités jordaniennes impliquées, la JUST – Jordan University of Science and Technology et la BAU – Al-Balqa Applied University, établiront de nouveaux centres d’innovation afin de surmonter la pénurie de support spécialisé des Établissements d’Enseignement Supérieur dans le pays en donnant la possibilité aux entreprises de l’industrie d’investir dans la qualité, l’innovation, et la conception de produits à haute valeur ajoutée.

CETTE INITIATIVE INTERNATIONALE A POUR OBJECTIFS PRINCIPAUX D’ENCOURAGER LA COLLABORATION UNIVERSITÉ-INDUSTRIE, DE SOUTENIR LE DÉVELOPPEMENT DE L’INNOVATION DANS L’INDUSTRIE DU TEXTILE AU MAROC ET EN JORDANIE ET DE PRODUIRE UN ÉCOSYSTÈME DE MATÉRIAUX TEXTILES DE POINTE.

La modernisation du centre existant au Maroc et la création de nouveaux centres d’innovation au Maroc et en Jordanie deviendront des alliés de taille dans l’industrie textile locale et pour son développement futur.

Le projet Fostex est conforme à la politique industrielle nationale de Jordanie des années 2017-2021 qui vise à développer la compétitivité dans les domaines des coûts de production, de la qualité, de la certification, de l’exportation et de l’innovation en encourageant la recherche appliquée et le transfert des technologies des universités à l’industrie.

De la même manière, le gouvernement marocain a établi un plan d’accélération industriel pour les années 2014-2020 en vertu duquel une ligne stratégique dédiée vise à créer différents écosystèmes industriels afin de promouvoir un développement intégré des industries. Pour l’industrie textile, 6 écosystèmes ont été identifiés, dont les Textiles Techniques.

L’initiative vise à atteindre les objectifs macro complexes suivants :

  • développer la compétitivité en réduisant les coûts de production ;
  • augmenter la productivité, la qualité et la conception des produits textiles ;
  • fournir une formation pour une certification de conformité internationale ;
  • améliorer la part de marché locale et améliorer la confiance dans les marques commerciales « Fabriqué en Jordanie » et « Fabriqué au Maroc » ;
  • développer les exportations sur les marchés adjacents de la Jordanie et du Maroc et explorer les nouvelles opportunités de marchés non-traditionnels comme les marchés africains ;
  • développer et explorer les opportunités de fabrication de niche où l’avantage concurrentiel n’est pas fondé sur les prix (par ex. les produits spécialisés tels que les textiles de pointe/haut de gamme).

L’initiative vise à moderniser le centre textile existant au Maroc et de créer trois centres d’innovation textile de pointe, un au Maroc et deux en Jordanie. De même que :

  • promouvoir les centres pour en faire le point d’intérêt principal dans l’industrie textile de chaque pays ;
  • promouvoir les activités entrepreneuriales dans les quatre centres pour en faire des catalyseurs de l’innovation régionale ;
  • mettre en avant les résultats de Fostex et encourager les gouvernements jordaniens et marocains à reproduire les initiatives dans d’autres universités.

Le partenariat comprend 13 institutions de 6 pays représentant différentes parties de l’Europe et de la région méditerranéenne. Le groupement se caractérise par un mélange d’institutions aux profils différents et aux capacités et compétences complémentaires différentes : des établissements d’enseignement supérieur, des entreprises et des institutions à but non lucratif, des centres de recherche et de formation et des associations professionnelles.

Al-Balqa Applied University (BAU), central campus located at Salt, is a pioneer scientific applied university. It competes globally in applied scientific research, creativity, innovation to build society and knowledge economy. BAU was founded in 1996 and actual teaching started in the academic year 1997/98. It is a member of Higher Education Council in Jordan, it is also a member of Union of Arab Universities. BAU is geographically spread over eight Governorates over Jordan. It has seven faculties that are located at the central campus in Salt city, and eleven faculties spread around Jordan.

Created in October 1996, ESITH was founded thanks to a public-private partnership between the Moroccan government and the Moroccan Association of Textiles and Garment Industry. The project of the first and only higher education institution specialised in the textiles industry saw the light thanks to a European funding. AMITH is for 57 years at the service of the Textile & Apparel Industries in Morocco, and it is the unique Moroccan active association in this industry. It brings together players of the textile & apparel industry, and acts as their voice in all matters of relevance. It is a project initiator and a driving force behind the Public-Private Partnership. AMITH is a citizen association, an atypical path, and a professional structure which is a model of public service provision. It develops negotiation and monitoring of 5 program contracts with the government. It has conceived and organized, since 1990, the only professional fairs in Morocco (VETMA).
